      The majority of airports with a status of regional and local significance are now either in a critical condition or on a stage of cessation of their existence. These airports are federal property and since 1980s they have been surviving and keep working only in those regions where local authorities or wealthy enterprises are interested in their functioning and provide them with a sufficient financial support.

      The gravest situation has been formed with the Northern airports of Russia where the transport infrastructure is weak or does not exist at all, and where the air transport is the only means of communication.

      The main goal of the forum: to thoroughly examine the problem, study the national and international experience of operation of small airports; work out general criteria and recommendations aimed at ensuring of a break-even work of aviation enterprises.
      During the conference days, there will be working the Exhibition of a contemporary technique, equipment and up-to-date technologies used at airports of civil aviation.

      One of the main characteristics of a successful business at an airport is the quality of the services which satisfy the expectations, demands and possibilities of the clients and, as a result, allow gaining advantages over rivals.
      Airports are enterprises that provide services to their clients, and the quality of such services is a priority direction of their activity.
      The goal of this conference is to consider the problems of creating the mechanisms of a continuous increase of quality of services at airports by introduction of ISO 9000 standards, as well as to study the leading national and international experience in this field used at the airports of Russia, CIS-member states and Europe.
      At the conference, the presentations were planned to be made on the following subjects: requirements of the acting normative-legal documents and standards, questions of certification, systems of quality control, evaluation of a quality of services, international experience of application of systems of quality control at airports.
